Red Bull team principle Christian Horner believes teams should be able to develop their engines during the season, in order to catch Mercedes.

Horner has threatened to join rival teams and rip up the current engine development restrictions, along with Ferrari, Honda and Renault.

The changes could come in 2016 as teams hope to catch the dominant Mercedes.

Horner said: “There are no guarantees we can close that gap significantly but not having the opportunity to do so seems pretty unpalatable.”

Change in 2016 requires a majority agreement to overturn the rule which currently only allows engines to be developed in the winter.
