F1 CEO Chase Carey says fans "really can't follow" the sport's overly complex rules.

The ten teams have now agreed in principle with the brand new technical and sporting rules for 2021, but are still negotiating new commercial agreements with Liberty Media and the FIA.

"We have got too many complicated penalties and rules," Carey is quoted by the Independent newspaper as having said at a recent investor conference.

"We have got a 100 page regulation book. We have got to get the business to a place where it is easier to follow and has fewer complexities that fans out there really can't follow," he added, according to F1 business journalist Christian Sylt.

But Carey, who runs the sport on behalf of its owner Liberty, acknowledged that the intrinsic nature of F1 means it will "always" be complex.

Meanwhile, German sources report that teams will have the freedom to pull out of the sport each year once they sign the new 2021-2025 Concorde Agreement.

    Liberty Meadia is messing up f1 from the moment they took over. they are only interested in making MONEY no matter what. and soon will be all American. then Liberty Meadia can pat themselves on there backs for spoiling the sport for many English fans.

    Pretty good shots at we 'muricans. I laughed out loud at Steve's. No sense in a battle, Brits already lost that one. Questions: Jay, have you actually READ the entire fuel fill regulation? Please do so and then comment on its complexity. Amaya, you are correct, Liberty sucks and will do its best to monetize our sport. Was Bernie any better? Steve, no comment or question, great post. Just please understand that there are a few of us 'muricans who understand and love F1, me going back to Colin and Jim.

    I find Paul Diresta's commentary interesting, but he speaks too rapidly and with that Scottish accent he can be unintelligible about 30% of the time, especially in a fast overlapping discussion with Anthony Davidson. I miss Hobbes and Matchett.

        Leigh Diffey did a good job orchestrating Hobbes and Matchett, who spoke more to the technical and driving aspects of F1, of which I'm personally fond.
